PETALING JAYA: Concerns are mounting as the Education Ministry reviews its Standard Operating Procedures (SOPs) for handling bullying incidents in schools. A parents group is strongly urging the ministry to ensure that school authorities diligently follow through on reported cases, emphasizing that revised SOPs are futile without effective enforcement and accountability.

The call comes amidst growing public awareness and anxiety regarding bullying, with numerous cases highlighting the devastating impact on victims and the need for a robust and responsive system. While the ministry's efforts to update the SOPs are welcomed, many parents believe that the current framework lacks teeth and relies too heavily on schools to self-regulate.

“Simply having a well-written SOP on paper is not enough,” stated a spokesperson for the parents group. “We need to see concrete action. Schools must be held accountable for promptly investigating reports, providing adequate support to victims, and implementing appropriate disciplinary measures for perpetrators. A lack of follow-through sends a dangerous message to students – that bullying is not taken seriously and that there are no real consequences.”

The group highlighted several key areas where improvements are needed, including:

  • Mandatory Reporting: Clear and unambiguous guidelines for teachers and staff to report suspected bullying incidents, regardless of whether a formal complaint has been lodged.
  • Independent Investigation: The establishment of an independent body or panel to investigate serious cases of bullying, ensuring impartiality and objectivity.
  • Victim Support: Access to comprehensive support services for victims, including counselling, mentoring, and peer support programs.
  • Perpetrator Intervention: Targeted intervention programs for perpetrators, focusing on addressing the root causes of their behaviour and promoting empathy and responsibility.
  • Parental Involvement: Increased engagement with parents, providing them with information and resources to support their children and address bullying concerns.

Furthermore, the parents group stressed the importance of regular monitoring and evaluation of the SOPs' effectiveness. “The ministry should conduct periodic audits to assess how well schools are implementing the procedures and identify areas for improvement,” they added.

The Education Ministry has acknowledged the concerns raised by parents and has stated its commitment to creating a safe and supportive learning environment for all students. However, many remain skeptical, arguing that until there is a demonstrable shift in enforcement practices, bullying will continue to be a pervasive problem in Malaysian schools.
